The City of Monroe, Louisiana proposes to develop a new multi-purpose arena in conjunction with a private developer as a Public Private Partnership.  ODELL is assisting M3A Architecture and ISC with consulting services and architectural design services that include:  Interview potential users; Prepare an updated market analysis; Prepare a preliminary pro forma; Evaluate potential sites; Develop test-fits; Preliminary master plan for preferred site; and Schematic Design drawings.
